These consulates began to institute a tolerant but negative policy toward prostitution in their cities, which did not yet seek to regulate prostitutes, but rather to remove the appearances of prostitution from urban life by relegating them to an area, like the districts of Southwark and Cokkeslane, generally outside the city walls and thus removed from the community.
